EU Trade Market at Risk: France and Germany Push for Accelerated Defense Powers

BRUSSELS / RankWire.AI / – The European Commission has received a joint proposal from French President Emmanuel Macron and German Chancellor Friedrich Merz, urging the creation of a swift trade response mechanism to address serious market disruptions. Their initiative aims to enable quicker action when external nations disturb fair competition within the EU. Additionally, they advocate for an enhanced legal structure to handle cases that current trade measures cannot swiftly resolve.

Under the proposed plan, the European Commission would be empowered to implement comprehensive countermeasures against third countries when significant market distortions pose a threat to the single market. In critical situations, the tool could permit immediate exclusion from EU market access. Macron and Merz also suggested adopting a reverse qualified majority voting system for authorizing measures, meaning they would come into effect unless a qualified majority of member states objects.

The proposal further emphasizes establishing a separate instrument dedicated to diversification efforts aimed at decreasing reliance on individual suppliers of vital goods. Their document outlines risks such as dumping, extensive subsidies, supply chain concentration, and other practices that distort normal market competition. The two governments stressed the need for EU tools capable of responding decisively and systematically. While not targeting any specific nation explicitly, the initiative emerges amid ongoing EU examinations of trade relations with China.

EU Trade Defense Policies Under Renewed Evaluation

The European Commission welcomed the Franco-German proposal, describing it as a valuable addition to discussions concerning economic risks and global trade imbalances. The EU already employs anti-dumping, anti-subsidy, and safeguard measures to counteract unfair or disruptive trade practices. It also implemented the Anti-Coercion Instrument, which came into force in December 2023, enabling the bloc to respond when a non-EU country exerts economic or trade pressure to influence EU policy decisions.

The suggested rapid-response mechanism aims to broaden the scope of market distortion controls and accelerate decision-making within the EU. France and Germany want the Commission to act promptly without waiting for the usual political consensus. Their plan shifts the responsibility onto member states that oppose proposed measures. EU leaders are scheduled to convene in Brussels on October 15 and 16, shortly after the proposal from France and Germany was submitted to the Commission.

Beijing Criticizes EU’s Proposed Trade Measures

On October 6, China’s Ministry of Commerce responded by urging France and Germany not to promote what it described as protectionist EU tools. The ministry emphasized that economic interdependence should not be viewed as a risk and called for continued support for open trade. It also cautioned against escalating economic and trade disputes into broader security issues. Beijing has separately expressed criticism over discussions regarding stronger EU instruments that could limit Chinese companies or products.

This initiative arrives amid ongoing negotiations between the EU and China concerning trade imbalances, export controls, and other commercial disagreements. EU trade officials are also intensifying their surveillance of persistent import growth and industrial overcapacity. France and Germany stated that their proposed framework should be applicable across countries rather than targeting a single trading partner. The European Commission will evaluate the proposal alongside existing trade defense measures and the broader economic security framework of the EU.
